Poverty should not be a hindrance in pursuing a college education, and we should always consider education as an investment for our future. These are the foundations considered by the Provincial Government of Rizal, when it established and consolidated all its scholarship programs under one umbrella known as the “Ynares Scholarship Program,” supporting the underprivileged and deserving students of the province, who wish to pursue a college education towards a better life and as contributors to the progress we all aspire for our province and people. It is also the hope of the provincial government that scholars could become philanthropic and will give back when they are financially able. In essence, the Ynares Scholarship Program reflects the values, goals and objectives of the provincial government:
The Ynares Youth is both a merit and need-based scholarship accorded to young Rizaleño students, who despite poverty and adversity have mustered the will to continue their education by doing odd jobs or informal means to support their studies at the same time help their families. The beneficiary is selected, nominated and chosen on the basis of the following criteria:
1. The student-nominee should be a graduating senior high school student from any public senior high schools in DepEd-Division of Rizal;
2. The student-nominee should be a resident of the Province of Rizal for at least three (3) years prior to nomination;
3. The student-nominee should come from an economically-challenged family with no regular income;
4. The student-nominee is doing odd jobs or informal means to support his/her schooling or his/her family;
5. The student-nominee should possess good moral character; and
6. The student-nominee should have no failing grade/s.
The program aims to encourage and assist the poor but deserving students to attain qualify education for their development and advancement, in the process produce creative and industrious citizens who would contribute to the economic growth and prosperity of the province.
The program aims to spread the benefit of a college education to students who are academically-inclined but their families have no stable financial means to support their college education. The provincial government extends P5,000.00 to the grantee/beneficiary every semester.
The basic qualifications for the RCSP and SAP are the following:
1. He/She must be a Filipino citizen;
2. He/She must be a resident of the Province of Rizal for at least three (3) years as certified by the school or the barangay;
3. He/She must be of good moral character as certified by the school;
4. He/She must pass the written and oral examinations (except for Ynares Youth); and
5. He/She must have an annual family income not higher than Php350,000.00.
The basic documentary requirements for RCSP and SAP are the following:
1. Scholarship application form;
2. Two (2) pcs. 2x2 photo with name tag;
3. Photocopy of PSO birth certificate;
4. Certified true copy of Form 138 (Senior High School Report Card);
5. Certificate of good moral character;
6. Photocopy of COMELEC I.D. or certificate of voter’s registration (if the student applicant is below 18 yars years old, he/she must submit his/her parent’s proof of voter’s registration); and
7. Latest income tax return of parent/guardian or tax exemption certificate from the Bureau of Internal Revenue (BIR);
8. Barangay certificate of indigency.

The SPES is mandated under Republic Act Nos. 7323, 9547, and 10917. It is an employment-bridging program whose objective is to help our teens and young adults who hail from low income families build their skills through temporary employment during summer and earn money for their education. But more importantly, SPES aims to teach our youth to value hard work, and gives them a healthy respect for what it is like to earn money and be responsible for it.
Under the program, the provincial government shoulders 60% of the applicable minimum wage law or hiring rate, while the remaining 40% is borne by DOLE. Likewise, the SPES enhances the employability of youth, who will eventually become the country’s future workforce. Along with providing students with experience while earning income, SPES is designed to increase employment opportunities for young people in the long-term. The SPES is administered by the Provincial Employment Service Office (PESO) under the Office of the Governor.
Qualifications:
1. Age is 15-30 years old
2. Enrolled or with intention to enroll in the immediately coming enrolment
3. Parents combined income should not be more than the poverty threshold declared by NEDA
4. Garnered a passing grade during the school year immediately preceding the employment period
